How Rates Are Set
Rates charged to Umatilla Electric Cooperative (UEC) customers are based on a number of factors. Rates per kilowatt-hour of use vary, depending upon the type of account (residential, commercial, industrial, or irrigation), usage, season, or other factors.
The main factor in setting UEC rates is the price it pays for wholesale power. UEC buys most of its power from the Bonneville Power Administration (BPA). Much of BPA power is generated by hydropower, the most inexpensive form of generation.
UEC’s main charges include:
- Monthly Basic Charge: a fixed charge that recovers the non-energy costs of providing service, such as meter reading, billing, and member services.
- Kilowatt-hour (kWh) Charge: recovers UEC costs to buy power from wholesale suppliers.
- Demand Charge: a charge for the maximum electric load recorded over a 30-minute period. Demand is measured in kilowatts (kW). This charge recovers UEC costs for kW demand from its wholesale energy suppliers, such as the Bonneville Power Administration.

Applies to single-family residential accounts when all service is supplied at one point of connection.
Effective OCTOBER 1, 2023: Schedule 1 – Residential Rate (PDF)Applies to accounts serving residential loads with expected or historical non-continuous use during a calendar year consisting of at least 3 months during the calendar year in which energy usage is 200 kWh or less and a maximum kW demand* of 25 kW.
Effective OCTOBER 1, 2023: Schedule 2 – General Service (PDF)Applies to non-irrigation accounts with an expected or historical maximum kW demand* of up to and including 300kW.
Effective OCTOBER 1, 2023: Schedule 3 – Commercial Rate – Up to 300 kW (PDF)Applies to non-irrigation accounts with an expected or historical Maximum kW Demand* of 301 kW up to and including 10,000 kW. Facilities designated as a New Large Single Load or planned New Large Single Load by Bonneville Power Administration will not be eligible for service under this schedule.
Effective OCTOBER 1, 2023: Schedule 5 – Small Industrial Rate – 301 kW to 10,000 kW (PDF)Applies to accounts with an expected or historical measured Maximum kW Demand of more than 10,000 kW (1). This schedule shall also apply to all facilities designated as a New Large Single Load or planned New Large Single Load by Bonneville Power Administration.
Effective MARCH 1, 2022: Schedule 6 – Large Industrial Rate – Over 10,000 kW (PDF)Applies to agricultural irrigation accounts with an expected or historical Maximum kW Demand* of 100 kW or less.
Effective OCTOBER 1, 2023: Schedule 7 – Small Agricultural Irrigation Rate – 100 kW or Less (PDF)Applies to multiple-phase agricultural irrigation accounts with an expected or historical Maximum kW Demand* of over 100 kW. Facilities designated as a New Large Single Load or planned New Large Single Load by Bonneville Power Administration will not be eligible for service under this schedule.
Effective OCTOBER 1, 2023: Schedule 9 – Large Agricultural Irrigation Rate – Over 100 kW (PDF)Applies to accounts for the purpose of lighting outdoor sports fields that are normally used for football, baseball, softball, tennis, races, and other organized competitive sports.
Effective OCTOBER 1, 2023: Schedule 10 – Event & Sporting Complex Lighting Rate (PDF)Applies to Firm Point-to-Point Transmission Service on transmission facilities owned and operated by Umatilla Electric Cooperative. Transmission service shall be subject to the availability of transmission capacity on the applicable transmission facilities and compliance with each of the conditions of service.
Effective MARCH 1, 2022: Schedule 11 - Firm Point-to-Point Transmission Service (PDF)Applies to all consumers for dusk to dawn outdoor lighting where service is available under existing
line extension policies.
